The person who found the puppy called the Washington County Humane Society. When they found him, he was shivering from the freezing temperatures. It was so cold; they had to physically pull him off the tree, resulting in a loss of fur from his side.
The puppy is recovering and is expected to be alright.

oh thank God someone found him and rescued him. how horrible for a little puppy to go through that. that is so sad.
My Mommy says it sounds like something a kid would. They know they’re pawrents aren’t going to allow them to have a dog but they really want the puppy to be theirs so they tie it to a tree thinking they cam come get it first thing in the morning. I mean what ADULT would tie a puppy to a tree? In freezing tempertures at that? Unless they had a very sadistic mindframe. Thank God someone found that sweet little puppy, as young as he is(& cute) he will be adopted quick!
